Today, on October 6, the meeting between Chairman of the Political Council of Opposition Platform - For Life Party, Head of Interparliamentary dialogue for peace: Ukraine-Russia-Germany-France Viktor Medvedchuk and Chairman of Russian State Duma Vyacheslav Volodin took place in Moscow.
After the meeting, Medvedchuk stated that the sides held consultations regarding the parliamentary dimension of the Normandy format. “Back in March, I met the Chairman of the State Duma, heads of the factions, chairmen of the committees; we have started the implementation of the parliamentary dimension of the Normandy format as the Interparliamentary dialogue for peace: Ukraine-Russia-Germany-France is created at the parliament of Ukraine. We held the meetings with the lawmakers of Germany, France and Russia and we had ambitious plans on the implementation of the format for meeting in Strasbourg”.
However, according to the politician, the Covid-19 pandemic interrupted the implementation of the long-established plans. “Recent months, we expected the improvement of the situation to continue the implementation of this project and this ideology of the Normandy Format. But today we face the necessity to hold consultations,” Medvedchuk noted.
According to the Ukrainian politician, “the meeting was aimed at leading out of the dead-end the Minsk Talks format, Trilateral Contact Group”. “It remains stalled because of the Ukrainian delegation that raised a number of questions with no options for implementation”, - Viktor Medvedchuk believes. – “Moreover, the Verkhovna Rada of Ukraine, on July 15, 2020, adopted a regulation where paragraph 4, in fact, canceled the norms provided by Minsk Agreements and approved by the resolution of the UN Security Council. Precisely because of this paragraph, the talks at the Trilateral Contact Group reached a dead end”.
“Today, with Vyacheslav Viktorovich, we discussed the possibility to activate the issue of the parliamentary dimension of the Normandy Format, talks between MPs to continue Minsk talks in the Trilateral Contact Group and help the heads of the states who enter the Normandy Format, through the position of the lawmakers, to break the impasse in a peaceful settlement in Donbas”.
In his turn, the Chairman of State Duma of the Russian Federation Vyacheslav Volodin noted: “The dialogue we initiated should be even more active because a lot depends on politicians who could contribute to resolving the situation.” In his opinion, it is necessary for the parliamentarians of the European parliaments, representing the Normandy format, to more actively join the dialogue.
“Colleagues from Germany and France have repeatedly said that they are interested in resolving the situation in Ukraine. We believe it would be right to unite all healthy forces, and, using the parliamentary format within the countries of Normandy Four, to carry out this work more actively,” Volodin said. “We believe that we need to develop relations between the State Duma and the Verkhovna Rada of Ukraine and it is good that healthy forces in Ukraine are doing everything they can for peace, for restoring the normal functioning of the economy.”
He believes that the Normandy format could play a big positive role, especially in the parliamentary dimension. “The period of pause affected by the pandemic is over, we will continue to work actively, involving our colleagues from the German and French parliaments,” Vyacheslav Volodin said.
