Ukraine's Anti-Corruption Bureau refutes its involvement in embezzlement in army

The National Anti-corruption Bureau of Ukraine (NABU) has refuted the accusations of the involvement in the embezzlement at Ukroboronprom, as the press office of the body reported.

The NABU representatives provided the number of the documents refuting the accusations presented in the third part of project point by point. Particularly, the Bureau refutes that OptimumSpetsDetal straw company, used for the embezzlement in the defense sphere, was struck from the list of the fictitious companies.

“The NABU is not authorized to provide information about fictitious nature. As well as to form or carry out the list/register of the companies, which are fictitious. Other bodies do it. But NABU as any other state body is obliged to respond to the requests. In 2016-2017, State Concern Ukroboronprom appealed to the NABU many times with a request to provide information on companies-counterparties. The responses of the NABU concerned only those companies, which were requested,” the message said.

The NABU showed the list of the documents to prove its statement. Deputy Head Gizo Uglava reported that OptimumSpetsDetal has the signs of the fictitious nature. Particularly, the letters of the NABU to Ukroboronprom were showed and any of them refutes the illegal activity of the company.

The NABU emphasized that this information was provided to the journalists of; however, they did not consider it and did not mention it in the investigation but accused Uglava of “strike out of OptimumSpetsDetal from the list of the fictitious companies.”

“Concerning the mentioning of the letter, which “is on the table of Givi.” The name “Givi” in the texting of the people involved in the journalist investigation, cannot point to Gizo Uglava. In the mentioned period of time (January 21-31, 2017), Deputy Head of the NABU signed no letters on mentioned companies. Besides, he was not in a business trip, vacation during this period as it was mentioned in the journalist investigation,” the NABU stated.

NABU refutes the statement of the journalists that the it has issued “exculpatory letters” for the number of companies supposedly financed by “Shevchenko agent.”

The NABU notes that any of its workers took bribery and the internal investigation was started before the final episode of the journalists’ investigation to prove it.

February 25, journalist investigations Bihus.Info, Nashi Hroshi program alleged that Igor Gladkovsky, the son of close Poroshenko ally Oleh Gladkovsky, deputy secretary of the National Security and Defense Council, organized a corruption scheme to smuggle spare military-equipment parts from Russia in 2015. State defense facilities purchased the smuggled spare parts from private companies linked to Hladkovsky and his friends at highly inflated prices. Ukroboronprom state concern, which supervises defense industry production facilities, knew the origin of the smuggled parts but agreed to purchase them.

Igor Gladkovsky, along with Vitaliy Zhukov (former advisor of “Ukroboronprom” Director, the member of supervisory council of “Meridian” company till 2013, former assistant of Yuriy Tereshchenko, ex-Head of State Service of export control, Oleg Gladkovsky’s friend, - ed.) and Andriy Rogoza (CEO of “Inter Steel Ltd.”, - ed.) were supplying smuggled Russian components and components from the Ukrainian military units through straw companies at prices 2-4 times higher than market ones.

On March 4, President Petro Poroshenko dismissed Oleh Gladkovsky, deputy secretary of the National Security and Defense Council from his post.

“Ukroboronprom” called the investigation of the journalists of “Nashi Groshi” (Our Money) show on the embezzlements by concern’s officials “manipulations”.

As it was reported earlier, the investigators of the National Anti-Corruption Bureau and Specialized Anti-Corruption Prosecutor’s Office detained the acting and former directors of the State Foreign Trade Enterprise SpetsTechnoExport on suspicion of embezzling $2,225 million, according to NABU.

The searches took place at the offices and houses of the Ukroboronprom officials on March 7.

Besides, the NABU has registered a new criminal proceeding after the third video on the embezzlement in the purchase in the defense sector was published by the journalists.
