The European Commission recorded negative trends in the migration of Ukrainians regarding the practice of issuing two foreign passports because of introducing visa free regime with a new biometric type of document. This is stated in the fourth report of the European Commission under the visa suspension mechanism, prepared for the European Parliament and the Council.

"Eliminate the possibility for nationals of Ukraine to hold more than one valid passport at a time; stop the issuance of such ‘additional’ passports and cancel the validity of
those which have been issued", the statement reads.

In particular, Poland has identified Ukrainian citizens holding more than one legally issued passport, sometimes with altered personal data, which could allow them to remain in the EU outside the 90-day limit in any 180-day period.

The Commission concluded that overall, Ukraine continues to fulfil the visa liberalisation benchmarks.
