Head of the Delegation of the European Union to Ukraine Hugh Mingarelli said that local elections in certain regions of Donetsk and Lugansk regions under Russian occupation are possible in case of participation of Ukrainian parties and Ukrainian mass media in these elections.

He said this in an interview with Unian agency.

The agency notes that Mingarelli expressed his position regarding the assumption of German ambassador to Ukraine Ernst Reichel that elections in Donbas are possible in the presence of the Russian army.

"Local elections can be held when the necessary conditions for holding elections will meet OSCE criteria, which means that Ukrainian political parties should be able to nominate candidates and participate in the campaign, and the Ukrainian media should be able to participate in the campaign," Mingarelli said.

Also, the diplomat said that the participants in the talks on the peaceful settlement of the conflict in Donbas should reach a political decision that will allow holding these elections. "And then, on this basis, Ukraine should gradually regain control over these territories with the assistance of the international community," Mingarelli added.

Also, as the diplomat said, the European Union wants to take an active part in the reconstruction of the Donbass." We would like to be in charge of restoring the social and economic infrastructure in the Donbass right after the political decision will be found," Mingarelli said.
