“The total amount of Council of Europe Action Plan for Ukraine for 2015-2017 is over 40 mln EUR; this money was allocated by many member countries. I cannot tell exactly, how much of this money is allocated on decentralization, because there are many things and projects interconnected with the local government reform,” outlined Jagland in his interview to DW.

It is also discovered that this week 25 experts from Council of Europe will visit all the Ukrainian regions to assist the local authorities.

"I think, a substantial part of the funding will support decentralization in Ukraine. Decentralization of powers is an essential thing for the Ukrainian future. And it must be implement under any circumstances, regardless of what happens in Donbas "- said Jagland.
