President of Ukraine Volodymyr Zelensky signed Law No. 431-IX on the right of people with disabilities due to participation in Anti-terrorist operation (ATO) in Donbas, Joint Forces Operation or military conflicts in other countries, as well as volunteers to receive assistance in medical facilities of the Ministry of Defense, Security Service of Ukraine, foreign intelligence, the Ministry of Internal Affairs, etc. President’s website reported this on January 13.

The bill grants the right to medical care without payment from the recipient in medical institutions of the Ministry of Defense, Security Service of Ukraine, Foreign Intelligence Service of Ukraine, State Special Communication Service, Ministry of Internal Affairs of persons with disabilities due to war from among:

  • participants in hostilities in other countries who were injured there and as a result became people with disabilities;
  • military personnel of various structures who defended the independence of Ukraine during the ATO or Joint Forces Operation received injuries or shell shock there, as a result of which they became people with disabilities;
  • people who became persons with disabilities due to injury, contusion, injury or illness received during their participation in the Joint Forces Operation;
  • Joint Forces Operation participants as part of volunteer units that collaborated with or joined the Armed Forces of Ukraine and other military units;
  • volunteers who were injured in the area of ​​the ATO or Joint Forces Operation.

The law will enter into force the day after its official publication.

As we reported, the Verkhovna Rada adopted bill No. 1198 on the right of people with disabilities due to participation in Anti-terrorist operation in Donbas, Joint Forces Operation or military conflicts in other countries, as well as volunteers to receive assistance in medical institutions of the Ministry of Defense, Security Service of Ukraine (SBU), Foreign Intelligence Service of Ukraine, the Ministry of Internal Affairs, etc.

323 MPs supported the bill.
