"The ministry is keen on the idea that, apart from the competitive financing, universities will receive also basic financing of science based on independent evaluation”, - the ministry’s press service citing the minister Liliya Grynevych informed, Interfax-Ukraine reports.
The ministry points out that currently the guidance on government certification of universities is waiting to be approved. It is going to serve as a basis for the basic funding of science.
We expect universities to begin receiving funds already in 2019, while the certification itself is going to be conducted in various scientific areas, as opposed to an institution as a whole.
Also, the ministry of education and science has signed an agreement with Plagiat.pl, which provides Ukrainian universities with an opportunity to use the international plagiarism detection system within 5 years. The memo does not assign Plagiat.pl with any monopoly right or any other preferences, however, Ukraine’s universities will acquire an extra tool for grading academic texts.
Ukrainian universities will enjoy the freedom to use the tool whenever they see fit, and such usage is governed by a separate agreement between the university and Plagiat.pl. Universities are supposed to be able to enter into such agreements within three months.
“The ministry of education and science is calling for more software providers like Plagiat.pl to cooperate with the institution in the area of enhancement of anti-plagiarism measures. We expect other corporations to approach the ministry with similar or even better terms of business”, - the message reads.
Plagiat.pl provides software for the support of plagiarism detection predominantly in Poland and Romania.
