The Ministry of Internal Affairs has prepared a number of new innovations for drivers - it is planned to change the procedure for re-registering a car, to provide an opportunity to complete all the necessary documents when buying a new car in the showroom and even get license plates right at the car dealership. The corresponding draft acts have been published on the official website of the Ministry of Internal Affairs.
Today, in order to complete a car sale and purchase transaction, that is, to conclude such an agreement, both the seller and the buyer or their official representatives must be personally present at the service center of the Ministry of Internal Affairs. The conclusion of the sales contract takes place in the presence of the service center administrator. After the conclusion of the contract, the car is re-registered to the new owner, which also takes a lot of time.
And the draft resolution of the Cabinet "On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine" proposes to provide for the possibility of concluding a purchase and sale agreement in electronic form using the "Driver's Electronic Cabinet" service without the subject of receiving the service personally present in such a body.
Buying a new car in the showroom
Another draft government decree is proposed to provide business entities (car dealerships) to take part in the registration of new cars. This will allow to receive registration documents for the car and license plates directly at the car dealership where this car is purchased.
Getting or exchanging rights
It is also proposed to change the mechanism for taking a practical exam at the service center of the Ministry of Internal Affairs. The period between theoretical and practical exams will be increased from three months to two years.
If the driver passes the exam on a car with an automatic transmission, then the corresponding mark will be affixed on the driver's license, as is determined by international law. The rules governing relations regarding the submission of relevant documents to confirm the skills of driving will be excluded.
Also, the draft document is proposed to people living in places where there are no service centers of the Ministry of Internal Affairs, to provide an opportunity to exchange a national driver's license or get an international one in mobile service centers of the Ministry of Internal Affairs (cars are specially equipped).
The Ministry of Internal Affairs assures that all of the above initiatives are aimed at making life easier for citizens, improving the quality of online services and fighting corruption.
