‘Of course, the payment in Ukraine will be cheaper than in the EU. The road toll in the EU is about 10-30 euro cents. I think that the payment for the passage on the concessional road in Ukraine should not surpass 10 euro cents’, he said.
He also explained that it is necessary to change the basis of the development of such projects to sign the agreement with the private investor on the building of the concessional road Krakovets-Lviv.
‘We offered the changes. The Ukrainian Parliament Committee on Transport accepted the project with the necessary changes. As it is known, the law was adopted by the Verkhovna Rada with 233 votes on February 27. We wrote in the changes the necessary mechanism of the state compensation to the private investor; in case, the minimally needed traffic that allows the investor to recoup the investments will not be provided. Any private investor will not participate in the project without the guarantee. We are ready to announce the competition on the search of the concessioner after the adoption of this draft law. We will hold the negotiations. The concession is always the negotiations but not the tender’, Novak added.
