Ukrainian Prosecutor General’s office stated on suspecting so-called the head of the "intelligence unit of the army corps of the people's militia of "Luhansk People's republic" ("LPR") of shelling Popasna town, which resulted in the death of 20 civilians. Andriy Lysenko, Spokesperson of the Prosecutor General’s office reported this on Facebook.
It is noted that the suspect is a Ukrainian citizen, the native of Luhansk region. At that time, he served as the head of the reconnaissance unit of the artillery command within so-called “the 6th separate motorized rifle Cossack regiment named after Platov” of the second army corps of people's militia, which is part of the illegal armed formation within "LPR" terrorist organization.
He is accused of having committed serious misdemeanors, including ‘waging aggressive war or aggressive military actions,’ ‘terrorist act,’ and ‘violation of laws and customs of war.’
It is established that in January - August 2015, the man was providing coordinates and instructions to the members of the illegal armed formation for conducting shelling at the territory of Popasna, Luhansk region. At that time, only civilians lived in the city. At the same time, heavy artillery equipment and ammunition were used, which resulted in the death of people, damage to and destruction of residential buildings and civilian infrastructure.
Over the period, 20 civilians died, 21 sustained injuries of varying degrees of severity, 62 residential houses and other civilian infrastructure were damaged and destroyed.
