The Ukrainian Parliament did not support the draft law that would let foreigners study in Russian in this country. Draft law No.3717 was returned for further improvements. The MPs only supported the document with 210 votes (226 are necessary to pass, - 112 International).
The document offered that foreign citizens or people without citizenship who wish to study in Ukraine's higher education institutions could study in separate groups (comprising of foreigners and non-citizens only), where studying process could be provided in Russian or a different foreign language.
In late 2019, when the Parliament passed the new edition of the law on higher education. Scientists, part of the MPs and civil society protested against this particular legal norm. It was excluded from the law, and so it was supported by the constitutional majority in the Parliament.
The Ministry of Education and Science, the profile committee in the Parliament and most of the parliamentary factions agreed that the official language of studying process in Ukraine is Ukrainian, and the higher education institutes can teach one or several subjects in another different. A higher education institute can impose studying process entirely in English, as long as all students who learn these subjects are fluent in this language.
