The Verkhovna Rada, the Ukrainian Parliament, has adopted a bill № 1553 for protection of monuments of world cultural heritage listed in UNESCO. 232 People's Deputies voted for the bill.
The concept 'World Heritage Site' is expected to be included in the legislation for identification of valuable objects. So, the whole world, not only Ukraine maintain them. According to amendment, there will be the so-called 'buffer zone' with signs on its lines.
To get a monument the title of cultural heritage, the Ministry of Culture prepares documents and conveys them to the UNESCO World Heritage Committee on the Recommendation of the Ukrainian National Committee of the International Council for Sights and Important Sites. If a site is unique and important for the world but is considered to be under a threat, then it is possible to get the sight included into the list.
It is prohibited to put advertisements on monuments, except for a 'buffer zone' with a permit from the Cabinet of Ministers.
The UNESCO World Heritage Committee should be informed before starting any construction in the monument's area.
It's important that the particular monument will be under control of a special body which, according to the plan, will be approved by the Ministry of Culture.
Above all, the remarkable value of the object, restrictions, and prohibitions should be described in the plan.
The Monitoring Centre of the World Heritage site will be supervising the implementation of the plan.
New fines for the transgression of rules were introduced.
For illegal works that may damage the monument or the area around, the perpetrator will pay the fine up to USD 6,460.
The law will come into force after the day it is published and will be operational in six months.
