The law on the continuous work of the National Council on TV and Radio Broadcasting may lead to the repetition of the situation with the Central Election Commission, which worked in old composition during a few years as a lawyer of 112 Ukraine Vasyl Smetana stated.
Besides, the uncertainty in the terms of the end of the authorities may become the tool for pressure from the side of the authority.
“There is nothing more permanent than temporary things. The Central Election Commission worked without the authorities; the members of the National Council will work without authorities, under threat that other people will be appointed. Everything is done to keep people on the hook and fulfill the will of the authorities. The things, which take place are the movement to some kind of the dictatorship,” Smetana said.
According to the lawyer, 112 Ukraine TV channel will defend its right to broadcast at any composition of the National Council.
“We have the committee of the Verkhovna Rada on the pressure on the freedom of speech, in contrary to the committee on the freedom of speech was called the committee on humanitarian and information policy. This bill was adopted with the comments, first, the scientific and expert department of the Verkhovna Rada, with the comments from the judicial department of the Verkhovna Rada. In other words, two departments point that the bill needs the elaboration; it is necessary to make its point to correspond to the Constitution and principles of terms of the authorities of the state officials but only one committee headed by Mr. Tkachenko did not agree on these comments; he said that it is necessary to elaborate the law after its adoption,” the lawyer said.
Smetana states that the authorities deliberately “bend across the knee” the parliament and mass media, provide proper information atmosphere for them in Ukraine.
“And we will inform the TV channel about all these steps aiming to continue putting pressure on mass media, muzzling of 112 Ukraine, NewsOne, ZIK TV channels. It creates the pressure on the authority from the outside to observe the inalienable human rights, including the freedom of speech, in Ukraine because the Declaration on Human Rights was signed by the state,” the lawyer noted.
On October 16, President of Ukraine Volodymyr Zelensky signed the law #138-IX on introducing the procedure of extension of authorities of a member of the National Council on TV broadcasting after the termination of his/her authorities by the Verkhovna Rada and appointment of the members of the National Council to all vacant posts simultaneously.
As we reported earlier, on September 26 the National council on questions of television and radio broadcasting deprived TV channel "112 Ukraine" of digital licenses for broadcasting. The channel continues to broadcast and is available to its viewers on satellite, cable and the Internet.
