"The National Guard of Ukraine has more than 200 military personnel killed in the line of duty - in the anti-terrorist operation, the operation of the Joint Forces and during military service in the state," said Mykola Balan.
As a result of the clashes and a grenade thrown at law enforcement officers, one soldier of the National Guard died on the spot, later three guardsmen who were seriously injured died in hospitals. As a result of the incident, 141 victims were hospitalized, of which 131 were law enforcement officers.
President of Ukraine Volodymyr Zelensky asked the Verkhovna Rada to transfer authority of the National Guard of Ukraine from the Ministry of Internal Affairs (MIA) to the President. The Commander will be appointed and dismissed by the President of Ukraine. The draft law No. 1007 is submitted for consideration by the Verkhovna Rada as urgent.
"The activity of the National Guard of Ukraine is directed by the President of Ukraine through the Commander of the Guard who has direct supervision of Ukraine's National Guard," the document reads.
However, the Commander of the National Guard of Ukraine will be appointed to the office and dismissed only by the President of Ukraine, but after submission of Minister of the Interior.
Besides, it is proposed to change the Law of Ukraine about the National Guard of Ukraine in the part where it is stated that NGU is the military subdivision with enforcement functions, which is part of the Ministry of Internal Affairs. The new edition suggests deleting the information that NGU is included in the MIA.
