Prime Minister Oleksiy Honcharuk presented the draft of the new state budget but the miracle did not happen. Ukraine remains and will remain the poorest country in Europe as 112 Ukraine reported citing Viktor Medvedchuk, the Chairman of the Political Council of Opposition Platform – For Life.
“You know, we do not know this presentation until the end yet. It really was available online as the Cabinet of Ministers stated. But it is necessary to analyze all figures, not only the information provided by so-called online broadcasting. I believe these figures will be known to us today until the end of the day and our experts will analyze them. But I can tell that the miracle did not happen, much to regret of the majority of the citizens of Ukraine. Ukraine remains and will remain the poorest country in Europe. All projects aiming for economic development are ditched by this draft budget. The expenses for the social sphere will not increase; the grounds for the economic development are not laid; the investment climate is not created and that is why the talks about the growth of the economy, according to PM, for 40% in five years and for 3.3% in 2020 and for 3.7% during the preparation for the second reading, also do not correspond to the objective reality and scale of growth as it was announced earlier. That is why, unfortunately, we do not expect anything positive from this budget but when the figures will be present we will definitely test them,” he said.
Medvedchuk added that Opposition Platform – For Life had the alternative draft budget.
“I want to remind that Opposition Platform – For Life had its own point of view and the alternative draft budget for 2020 in which we offered to increase the social expenses, including at the expense of expenditure and of course gainful parts, increase incomes for $8 billion and $2.4 billion for further development of economy in the country. They did not agree with us when we adopted the budget in the first reading and we believe that it is a great strategic mistake for economic and social development of Ukraine. The budget, which will be presented in the second reading, unfortunately, does not differ from the budgets of Poroshenko-Yatsenyuk, Poroshenko-Groysman in 2014-19,” MP said.
“That is the estimation for today. Moreover, we offered to spend the expenditure side not by some way; we offered to lay the grounds and such opportunities really exist, for GDP growth from 3.3-3.7% up to 6-6.5%. They did not agree with it. That is the way we follow today in our development, the way, which is predestined and laid in 2020 budget, which will be considered by the Verkhovna Rada at the next plenary session at the second reading,” Medvedchuk concluded.
Earlier Viktor Medvedchuk noted that the draft budget cannot be called socially oriented.
