In Ukraine, most of the provisions of Law No. 324-IX on verification of state payments entered into force.
The document instructs the Ministry of Finance to analyze data from information systems, registers, databases on the purpose of such state payments, such as pensions, benefits, subsidies, social scholarships, other payments made at the expense of state and local budgets, funds of compulsory state social and pension insurance.
It is assumed that verification of government payments is carried out in a specially created information and analytical platform, the work of which will also be provided by the Ministry of Finance.
The verification and monitoring procedure will be established by the government. And the list of state payments that are subject to verification will be approved by the Ministry of Finance.
Based on the results of the audit, the Ministry of Finance may recommend an additional audit, or eliminate inconsistencies in automated systems.
The body that makes state payments can assign a state payment, stop charging, resume charging or eliminate inconsistencies in the database.
If state payments were assigned on the basis of inaccurate data, the recipient must return the funds illegally received (disputes in such situations are resolved in court).
The rules on preventive verification - on finding out data about the recipient before assigning him state payment - will come into force from the beginning of 2021
