An explosion thundered in Kabul near the Ministry of Public Works and the National Directorate for the Disabled, reports Tolo News.
The attackers used an explosive device set in a car parked near the government buildings.
Then, the shooting started, and a group of intruders entered the building of the National Directorate for the Disabled.
The security forces began a special operation to eliminate the armed group.
Three hours after that, Nusrat Rahimi, the deputy spokesman for the Ministry of the Interior, said that two assailants who arrived at the scene shortly after the explosion were shot dead by government forces.
The explosion killed at least 28 people, more than 20 are injured, Reuters wrote.
"Among those killed were a policeman and three attackers who were shot dead by Afghan security forces," said Najib Danish, the spokesman for the Afghan Interior Ministry.
During the operation, the government forces rescued 350 people who were in the building.
So far, no terrorist group claimed any responsibility for the attack.
