Ukraine needs a new mechanism for the ecological tax to be left to the local authorities and to be lifted for the enterprises in case of emission reduction. Ukrainian President Petro Poroshenko said that during the meeting of the Regional development council in Poltava, central Ukraine, uaprom reported.
“When an enterprise scales up emissions, they pay taxes, local authorities spend this money somewhere, but ecology doesn’t’ get better. So when these offers are made to the president – that won’t do. We need to save people. I underline once again and I argue this issue for the first time. Reducing emissions brings tax privileges and motivation for local authorities. Not reducing emissions – raises responsibility, motivates technical re-equipment of the enterprise,” Poroshenko said when commenting on the statement of the Kremenchug mayor about the need to raise the eco-tax rates.
As we reported earlier, EU, EBRD, IFC urge Ukraine was going to launch “green” auctions in Ukraine. European Union, European Bank of Reconstruction and Development, World Bank and Energy Community strongly support the necessity of transit from the existing “green tariff,” acting in Ukrainian legislation, to the competitive system based on the “green” auctions.
Earlier, in November 2018, EBRD, Naftogaz-Ukraine signed a treaty on cooperation to reduce methane emissions. The sides signed a memorandum to work out the program on the reduction of the emissions, which will include the implementation of the modern methods of the measurement of the emissions, modernization of the system of the inventory of the emission and the work out of the roadmap of the investments.
Besides, the EBRD has begun to consider the issue of the provision of the credit in the sum of 52 million euro to "UkrGazVydobuvannya" for the purchase of the equipment for the recovery of the warmth during the gas processing and reduction of the emissions of the carbon dioxide.
