Dniprovsky district court of Kyiv granted the petition of the Kyiv prosecutor’s office to change the preventive measure for the suspect in the “mining” of the Metro bridge from detention to hospitalization in a psychiatric institution in conditions that rule out the dangerous behavior. The press service of the prosecutor's office in Kyiv reported that.
It is noted that the court made the decision at a meeting on January 20, 2020.
So, according to the results of the forensic psychiatric examination, at the time of the commission of the criminal offense, the man in his current mental state could not be aware of his own actions and direct them. According to the doctors, at present, the latter’s mental state has not changed, and therefore he needs to use compulsory medical measures in the form of hospitalization in an institution with psychiatric care with increased supervision.
"Based on the foregoing, a petition was submitted to the court to change the previously selected preventive measure to the specified person in the form of detention in a specialized medical facility on conditions that exclude dangerous behavior within the pre-trial investigation period," - the statement said.
On the evening of September 18, a man drove onto the bridge, stopped in the middle of it, went out and threatened to blow it up. Investigators of the metropolitan police qualified the incident as preparation for a terrorist act. On the Metro bridge there were patrol squads, dog handlers with service dogs, a special unit and specialists from the explosive technical service.
