The Kharkiv Regional Department of the National Police clarified that the plane crash occurred on the 530th kilometer of the Kyiv-Kharkiv highway.
The Ministry of Internal Affairs of Ukraine reported that the plane crashed at a distance of about 2 km to the military airport of military unit A 4104. There were military pilots and cadets on board.
"There were 23 people on board (five crew members and 18 cadets). As of 21:45, 18 dead and two seriously injured," the Interior Ministry said.
Later, Deputy Interior Minister Anton Gerashchenko said that 24 people could have been on board, and as of 22:00, there were already 22 people killed.
"As of 22:00, according to the State Emergencies Service, the death of 22 people was confirmed. Two survivors in serious condition were sent to the hospital. Rescuers continue to disassemble the crashed fuselage of the aircraft and look for other dead and injured," Gerashchenko wrote on his Facebook page.
According to the head of the Kharkiv Regional State Administration Oleksiy Kucher, who is at the scene, there were 28 people on board, including seven officers and 21 cadets. 22 people were killed, two are in the hospital, the fate of four more is still unknown.
