Almost one-fifth of the working-age population of Ukraine aged 15–70 years is working abroad. This is stated by the Macroeconomic Review of the Ministry of Finance of Ukraine from July 2019.

"A significant factor in increasing imbalances in the labor market is the outflow of labor abroad. Thus, according to the Ministry of Social Policy, there are about 3.2 million migrants from Ukraine abroad (data for 2018), which makes up almost 18% of the economically active population of the country age 15-70 years," the macroeconomic review notes.
