The treaty was signed in 1987 by Mikhail Gorbachev, General Secretary of the Communist Party of the Soviet Union, and the then U.S. President Ronald Reagan.

The treaty bans the parties from producing nuclear ballistic and cruise missiles of a land-base with a range of 500-5500 m and their testing and deployment.
