At the annual conference of the Russian President Vladimir Putin, Roman Tsymbalyuk, the Ukrainian reporter from UNIAN news agency asked the President about Donbas war and the President's rating decrease, as TV Rain reported.
Before that, Putin did not want to give the floor to the Ukrainian journalist stating that he was advised not to do so to avoid the scandal.
"Do you want to create a scandal?", Putin asked Tsymbalyuk.

The Ukrainian journalist answered that there would be no scandal, as it never was, but there would be a specific question.
"You are preparing for a nuclear war with the U.S., but how much do you spend for Donbas war? People there live in need, these are Russia's slaves," the journalist asked.

Putin responded that it was not Russia which started the war and is now destroying Donbas. He blamed Ukraine.
"You consider Donbas residents as Ukrainian citizens. But at the same time, the Ukrainian authorities introduced an economic blockade of the territory and shoot at civilians. And we provide humanitarian assistance and other types of aid for these people so that they are not pressed and eaten alive, and destroyed completely. And we will continue doing so," Putin said.
In 2015, Roman Tsymbalyuk drew attention on the air of one of TV channels, when he said hello to Putin from Russian special agents Yerofeyev and Aleksandrov, detained in Ukraine. He then asked the Russian leader when Russia would leave Ukraine alone.
