Russian Defence Ministry prepared a draft regulation which provides permission to bring down civilian planes which violated the Russian border. The document was published on the website of Russia’s Government.

Daft regulation “On order of use of weapons and military equipment within security of Russian Federation administrative border in Russia’s airspace” provides for bringing down planes if after crossing the border with Russia they do not react to warning signals and shoots, and the flight threatens to loss of life, ecological catastrophe or poses a threat to strategic objects.

According to the regulations provided by the document, Russian servicemen have to take relevant measures when an unidentified aircraft approached the Russian border for less than 50 kilometers.

The draft resolution provides for forcing the plane-violator to land on the territory of Russia or to exit Russia’s airspace or bring it down if the plane does not react.

The measures are applied both to military and civil aircraft. It a passengers plane crosses the border, there is an exception which says that “if there is no real threat to life loss and (or) ecological catastrophe, weapons and military equipment are not applied”. Yet, nothing mentioned concerning the way the danger should be defined.
