It is noted that the OSCE SMM received a letter from Russian Ministry of Defence, saying that they would withdraw their officers from the centre.
“On 14 December, the Ukrainian Armed Forces representative to the Joint Centre for Control and Co-ordination (JCCC) in the JCCC headquarters in government-controlled Soledar (79km north of Donetsk) shared with the SMM a letter from the Ministry of Defence of the Russian Federation informing Ukraine that the Russian Federation would withdraw its Armed Forces officers from the JCCC,” the report says.
The Joint Centre for Control and Coordination is the group that supervises that the sides of the conflict abide by the Minsk protocol. It consists of representatives of Ukraine, Russia, and the militants. The centre started working on Sep. 26, 2014 in Soledar, Donetsk region.
