The Parliamentary Assembly of the Council of Europe adopted a resolution which changes the sanctions regime and allows Russia to return to work in the organization without limitations to the right to vote, as Pravda reported.
“The decision made in Strasbourg changes the sanctions regime. A norm which repeals PACE right to impose key sanctions on any national delegation including Russia was added to the regulation,” the message reads.
Despite night voting, which is unprecedented for the Assembly, the turnout of the MPs was higher than usual.
118 members of the Assembly voted “for”, 62 – “against”, 10 – abstained.
After the amendments, the Assembly can not limit the right to vote, right to speak, right to participate and vote in the committees despite the violations committed by the state or its representatives to the organization.
At the same time, the organization has a right to refuse to confirm the mandate of the delegation of a certain state.
Yet, PACE members do not have a single opinion about the question of imposition of targeted sanctions. Position in this regard will be agreed soon.
A separate norm allows Russia to provide a list of its delegation during the session while under the Charter the composition of the delegation should be submitted before the first session in the year.
Such changes will allow Russia to pass the list of its members on June 25.
Over the past three years, Russia was refusing from working in PACE and demanded the absence of any sanctions.
