The Military Commands of Russia and NATO agreed to hold the meeting. The Defense Ministry of Russia claimed this as TASS reported.

It is noted that the meeting was initiated by the representatives of NATO. The offer came from Curtis Scaparotti, the Supreme Commander of NATO Allied Command Operations during the phone talk with Valery Gerasimov, the Chief of General Staff of Armed Forces of Russia.

'On March 21, at the initiative of NATO, the phone talk between Valery Gerasimov, the Chief of General Staff of Armed Forces of Russia and first deputy defense minister and Curtis Scaparotti, the Supreme Commander of NATO Allied Command Operations took place. General Valery Gerasimov supported the offer of General Scaparotti to hold the private meeting', Russia's Defense Ministry reported.
