A draft law on amendments to the Constitution of Ukraine regarding the decentralization of power has been submitted to the Verkhovna Rada. The author of this document is President of Ukraine Volodymyr Zelensky, as evidenced by the data from the parliament website.
Bill No. 2598 "On Amendments to the Constitution of Ukraine (regarding decentralization of power)" was introduced to the parliament as urgent. The document was registered on December 13 and submitted for considering.
On the day of registration, neither a cover note nor the text of the bill was published.
On December 12, Zelensky on the air of 1 + 1 television channel announced that amendments to the Constitution in connection with the Minsk agreements would relate to decentralization throughout Ukraine.
Earlier, Volodymyr Zelensky stated that the lists for the prisoners’ exchange with Russia in the format ‘all for all’ will be discussed on December 18 at Minsk talks.
“I would really want to explain at Normandy Format the meaning of ‘all for all’ format because we are really afraid to leave our people there – not only in the temporarily occupied territories but also in Crimea, in the Russian Federation. ‘All established’ for ‘all established’, we believe in it, until the New Year (the holding of the exchange, - 112.international). On December 18, the lists will be discussed at the Trilateral Contact Group in Minsk. It will be the first stage (of the prisoners’ exchange, - 112.international),” Zelensky stated.
He noted that during five years of the war in Donbas, the militants have not allowed the representatives of the Red Cross to enter the territory controlled by them that is why Ukrainian authority had no possibility to establish who from Ukrainians in the lists stay in Donbas. These lists are not agreed upon by that side. According to Zelensky, the specification of people who remain in captivity of the militants in Donbas will be the second step.
