According to the changes, иoth individuals and organizations can donate to support a party ; if this is an individual, then the way to transfer funds foresees identification of a person. In particular, the document should contain the name of the person, place of residence, identification number, number and series of the Ukrainian passport, date of birth and payment purpose.
The bill determines what funds are not considered contributions to a political party.
It is forbidden to pay contributions to support the party to legal entities in which at least 10% of the capital or voting rights belong directly or indirectly to non-residents. Other parties cannot finance political forces.
If a person transferred money to a party in violation of restrictions, he will be responsible. Parties and their authorized representatives have been relieved of responsibility for such violations.
The bill updates the financial statements of political parties.
The obligation of banks to inform the Accounts Chamber about the opening and closing of party accounts is canceled (but National Agency for Prevention of Corruption will need to be reported, as before).
The National Agency for the Prevention of Corruption (NAPC) was tasked with defining the terms "sponsorship", "third parties" in the context of financing political parties.
Some norms of the law will take effect the day after its official publication, others - from January 1, 2021.
