We need the consent of Russian and UN Security Council to deploy the UN peacekeeping mission in Donbas. President of Ukraine Petro Poroshenko claimed this at the interview to Fox Business.

‘We need the consent of five permanent members of the Security Council, including Russia for this. And we remind that Russia has a sign under the Budapest Memorandum when Ukraine refused from the third-largest nuclear arsenal we were guaranteed on our sovereignty and territorial integrity’, he said.
