The speaker of the Verkhovna Rada Andry Paruby expects that the parliament will review the draft law on the reintegration of the occupied territories on the next plenary week. He claimed this during the press conference that was broadcasted by 112 Ukraine.
According to him, there is no draft law de facto and its execution is only prepared.
‘At the moment, we discuss this draft law and offer to accept the new format that will provide the possibility to hold the military actions and military operation that will not stop the democratic procedures and the creation of the more effective management of the security detachment and management of the local military operations, headquarters that will be the unified management center on security issues on the occupied and front-line territories. This idea is under consideration and will be executed as the draft law and I cannot confidently tell but it is one of the ambitious plans that we intend to review on the next plenary week’, Paruby said.
He emphasized that this document is only discussed.
‘I remember the period of time when I was a member of RNBO and when we faced the great problem. We needed the legal nature to spring the Armed Force of Ukraine into action. The imposing of the martial law seemed to be the most logical decision. However, we understood that during the martial law we will not be able to hold any democratic procedures, including the elections. And then, we decided to implement anti-terroristic operation format’, he reminded.
The President of Ukraine Petro Poroshenko reported on the work out of the draft law on the reintegration of the occupied Donbas. According to him, this document is based on the Minsk Agreements.
The Russian mass media reported on the details of the draft law, citing the sources from the Verkhovna Rada. According to Kommersant, the plan of the reintegration provides the stop of the anti-terroristic operation and imposing of the martial law.
According to National Security Secretary Oleksandr Turchynov, the RNBO will review this draft law in the near time.
