The texts of the electronic correspondence of American diplomats indicate that the Department of State demanded from President of Ukraine Volodymyr Zelensky to make a statement on interference in the US elections in 2016. The text of the messages was published by the US House of Representatives Committee on Foreign Affairs.

"I heard from White House assuming President Zelensky convinces Trump that he will conduct an investigation, "get to the bottom of what happened in 2016", we will nail down date of the visit to Washington," Kurt Volker wrote to Zelensky’s assistant Andriy Yermak in July 2019.

Then the US ambassador to the EU, Gordon Sondland, wrote to Kurt Volker about the need to prepare a draft version of the statement, which Zelensky was supposed to make, for approval with American diplomats.

“I had a good conversation with Yermak last night. He was very pleased with your telephone conversation. I remembered that Zelensky would make a statement. Can we talk on the phone to make sure Zelensky will get the right advice on what exactly he has to say? I want to make sure that it will be done right," Volker wrote to Giuliani in July 2019.

"Particular attention should be paid to the issue of interference in political processes in the United States, especially with alleged involvement of some Ukrainian politicians. I want to say that this is unacceptable. We intend to begin and complete a transparent and impartial investigation of all facts and episodes, including those related to Burisma and the elections 2016 in the United States, which, in turn, will be able to prevent the emergence of this problem in the future," this is how Zelensky’s statement should look like, according to the US Special Representative for Ukraine.
