Washington offers Moscow to have talks on the issue of arms control. The U.S. initiative is somewhat explained by the ongoing development of Novator (9M729), the Russia-made supersonic missile, which is considered to breach the Intermediate-Range Nuclear Forces Treaty.

According to Reuters, White House official told the press that the negotiation would 'almost certainly would include a dispute over a Cold War-era treaty limiting intermediate-range missiles'. Under Secretary of State Andrea Thompson also said that 'the United States has presented Russia with a proposal for a “verifiable” test of the missile’s range', a step that the Kremlin did not accept.

9M729 (NATO-class SSC-8) is the missile; experts often point out that by developing this weapon, Russia violates the Treaty on the Elimination of Intermediate-Range and Shorter-Range Missiles. Moscow denies the charges. This is a dispute in which experts point out contradictions and inconsistencies between the text of the treaty and the weapons arsenal with its technical capabilities.
