The Cabinet of Ministers may cancel the possibility of crossing of the state border with Russia on internal passport and birth certificate for Ukrainians from March 1, 2020 as UNIAN reported citing Director of Consular Service of Foreign Ministry of Ukraine Serhiy Pohoreltsev.
“The government intends to cancel the possibility of crossing of the state border with the Russian Federation on internal passport of the citizen of Ukraine and birth certificate for Ukrainians,” Pohoreltsev said.
It is reported that the draft regulation of the government provides the stop of the action of the points of the agreement with Russia in 1997 and 2011 concluded before the Russian aggression. These points define the list of the documents, which provide citizens of Ukraine with the right to cross the border with Russia and it includes the internal passport and birth certificate for children at age under 16.
“The law On order of leaving Ukraine and entrance to Ukraine for citizens of Ukraine clearly defines the documents, which provide the Ukrainian citizen with a right to entry or leave Ukraine. The issue is about the passport of Ukraine’s citizen for leaving abroad, diplomatic and service passport of Ukraine, identity card of a sailor, identity card of a member of the creq or identity card for return to Ukraine. In case of the adoption of the regulation by the government, from March 1, 2020, the citizens of Ukraine who cross the border with Russia will face the points of this law concerning the passport documents, which provide the right to go abroad,” Pohoreltsev noted.
He explained the reason for the necessity to amend these agreements. Citing the data of the Administration of the State Border Service of Ukraine, he noted that the number of detection of the forgery of the documents grows annually.
The birth certificate does not confirm the belonging to Ukraine’s citizenship and does not include the photo of the owner, which makes the identification of a child on the basis of this document impossible. Besides, it creates a danger of illegal child’s departure. As the inner passport, the birth certificate does not contain the information about a person in Latin script and it enables the check of a person for presence of possible restrictions for crossing of the state border according to data bases competent authorities of Ukraine and Interpol. It also does not allow to consider the information from these documents during the pass of the border control.
Pohoreltsev noted that the passport of the citizen of Ukraine has a low degree of protection and can be used by changed photo during the crossing of the border by other people who committed or might commit the criminal actions, which threat the state security and public order.
Ukrainians who stay in Russia may appeal to process the passport of Ukraine’s citizen for living abroad to Embassy of Ukraine in Moscow and consular establishments of Ukraine in St. Petersburg, Rostov-on-Don, Yekaterinburg or Novosibirsk.
Over 4.000 citizens of Ukraine used such a right during the procession of biometric foreign passports in the territory of Russia.
