The Verkhovna Rada of Ukraine supported the draft law on the diplomatic service in the first hearing. 230 MPs voted in the affirmative.

The draft law provides the additional social guarantees to the relatives of the diplomats, regulates the service on contract and establishes the categories of the diplomatic positions.

According to the documents, the state provides the creation of the conditions for the work placement of a husband or wife of the diplomat during his long-term official trip. However, if a person is not employed in Ukraine then the state will pay the insurance contributions of this person to the pension fund from the state budget and the mentioned period of time will be treated as the pension insurance record that influences the issuance and amount of the pension.

The draft law regulates the order of the provision of the diplomats and their relatives with the medical service and provides the medical insurance. Also, the document covers the provision of the education to the children of the diplomats in Ukraine or at the place of the long-term official trip.

Particularly, 2.3 million dollars will be allocated for this from the state budget. It is noted that the draft budget provided 1.85 million dollars for this aim in 2018.

The draft law also provides three categories of the diplomatic positions.

-Category A – State Secretary of the Foreign Ministry of Ukraine, Extraordinary and Authorized Ambassador of Ukraine, Extraordinary and Authorized Ambassador of Ukraine with the residence in Kyiv, Permanent representative of Ukraine at the international organization, Representative of Ukraine at the international organization, Head of Mission of Ukraine at the international organization.

-Category B – General Consul of Ukraine, Deputy Permanent representative of Ukraine at the international organization, Deputy Representative of Ukraine at the international organization,  Deputy Head of Mission of Ukraine at the international organization, Minister-counselor, Roving Envoy, Diplomatic-counselor, Consul of Ukraine, Representative of the Foreign Ministry of Ukraine in Ukraine, directors of the structural departments of the machinery of the Foreign Ministry of Ukraine founded to fulfill the tasks and functions of the Foreign Ministry of Ukraine on provision of the forming and implementation of the state policy in the foreign affairs and their deputies.

-Category C – all other diplomatic positions not included in Categories A and B.

According to the explanatory note, the document was worked out to reform the diplomatic service to fulfill the Strategy of Stable Improvement 'Ukraine-2020'. The draft law is based on the articles of the Constitution, other laws and regulations of Ukraine, taking into account the Venice Convention on Diplomatic Relations of 1961, Venice Convention on Consul Relations of 1963 and positive international experience in this sphere.
