The Verkhovna Rada of Ukraine implements the reforms ineffectively because some MPs protect in the parliament their own interests. Hugues Mingarelli, the Head of the EU Delegation to Ukraine claimed this during the panel discussion of the VII national expert forum ‘Growing Point’ organized by Gorshenin Institute in Kyiv on June 15. Interfax-Ukraine reported this.
‘While we are trying to check the harmonization of the Ukrainian legislation to EU we understand that the proper bills already created in the relevant committees, they are registered in the Verkhovna Rada but the Head of the Rada Committee decided not to move further due to the presence of the own interests and he does not want to further the reforms’, Mingarelli said.
According to him, there are many people in the Ukrainian Parliament who protect their own interests and block the reform process.
The diplomat emphasized that EU regularly provides the references to increase the effectiveness of the Ukrainian Parliament work.
‘Despite the technical side of the issue, there is the issue of the political willpower. If there is no political willpower, as there are people who protect their own interests in Rada, then it will be difficult for the Government to further the reforms’, Mingarelli noted.
The MPs did not approve the bill of reform of the parliament in the work of the committees and declined they the bill of medical reform financing last week.
