The Verkhovna Rada adopted in the second reading and as a whole Bill № 5232 on improving the procedure for the use and application of coercive measures, military equipment and armament by the personnel of the State Border Guard Service (SBGS) of Ukraine. 271 MPs voted for.
By this document, military personnel, as well as employees of the SBGS, are given:
- the right to carry out a visual inspection of persons, things and vehicles (surface inspection), as well as a personal inspection of detainees and inspect and, if necessary, seize items that may be material evidence or cause harm to life or health;
- the conditions and limits on the type and intensity of coercive measures, taking into account the specific situation, the nature of the offense and the individual characteristics of the person who committed or is committing the offense;
- the features of application of one or another measure or means of coercion. The document authorizes the SBGS to use physical force, special means and firearms in the manner and cases provided by the Law "On the National Police" and the military statutes of the Armed Forces (such as threat to life or health of the employee, protection of people from attack, release of hostages or illegally deprived persons, etc.).
As it was reported, large-scale exercises are planned on the border with Belarus with the participation of units of all law enforcement agencies, territorial defense and civic groups. Police will also strengthen border protection and increase control forces. Technicians, cynologists, pilot aircraft and drones will be used. The density of border protection will increase.
