Verkhovna Rada Speaker Dmytro Razumkov commented on the blocking of 112 Ukraine, NewsOne, and ZIK TV channels. In particular, he called on the secret services to publish reasonable sanctions, and the Prosecutor General's Office to respond to them. He told about it during a briefing, broadcasted by the Rada TV channel.
“... We have been living in a country with a war going on for more than a year, including a hybrid and information war. And it is necessary to address these challenges. It is necessary to do this. We have various services that are directly responsible for this. I adhere to this position today, tomorrow, yesterday, and seven years ago. But if we talk about sanctions, we impose sanctions on those whom we cannot punish here,” Razumkov said.
According to him, foreign states, foreign economic entities that are outside Ukrainian law enforcement agencies, bodies responsible for national security, and bodies that are accountable before a Ukrainian court may be subject to sanctions.
“I am sure that everyone is well aware that anyone who finances terrorism, anyone who helps the so-called Luhansk and Donetsk People’s Republics or suspected of cooperation with the aggressor country must be held accountable under current legislation. We have many other bills in the Verkhovna Rada and this is exactly what is stipulated in the laws, and it is possible to get it today. But now it is not about sanctions. This is about prosecution,” Razumkov added.
The speaker stressed that if there really are grounds to talk about financing terrorism then there must be an urgent report to the Prosecutor General, submission and within the current legislation, the Ukrainian court must decide whether or not it is so.
"If there is a violation of the law - severe punishment according to Ukrainian law," Razumkov added.
In addition, the speaker spoke in more detail about the meeting of the National Security and Defense Council.
“This decision was made through a written survey. Additional information from representatives of special services was not in the package of documents that was provided to me personally, and, unfortunately, I also did not hear information from the head of the Security Service of Ukraine,” Razumkov said.
Razumkov stressed that the law should be the same for everyone. “And if a person - if we know that a person is found to be financing terrorism, then it is not a place for sanctions. I repeat: it is criminal liability.”
It should be noted that Razumkov did not vote for the imposition of sanctions against MP Taras Kozak and his TV channels.
On February 2, Volodymyr Zelensky signed a decree on sanctions against 112 Ukraine, NewsONE, and ZiK TV channels. By this decree, he enforced the decision of the National Security and Defense Council on sanctions on the cancellation of the broadcasting licenses of the TV channels belonging to Taras Kozak (112 Ukraine, NewsOne, ZIK). According to the decree that is eligible since the moment of signature, the TV channels faced sanctions that will be active for five years. These sanctions make the broadcasting process impossible.
