The Verkhovna Rada of Ukraine supported the bill #2653 as the basis. It will allow the Cabinet of Ministers to establish the territories and administrative centers of the territorial communities. 288 MPs supported the decision as 112 Ukraine reported.
The bill amends the law of Ukraine “On local self-governance of Ukraine”.
According to the draft law, at the legislative level, the Cabinet of Ministers of Ukraine is provided by the right to make decisions on the establishment of the administrative centers of the territorial communities and territories of the territorial communities, as well as to submit the draft legal acts on the creation and liquidation of districts to the Verkhovna Rada of Ukraine.
“It will allow to end the process of the formation of the capable territorial communities and create districts, which correspond to European demands and standards of formation of the territorial entities,” the explanatory note said.
As we reported, President of Ukraine Volodymyr Zelensky withdrew the bill #2598 on the decentralization (on the amendment of the Constitution of Ukraine).
On December 18, 2019, the committee of the Verkhovna Rada on the legal policy recommended the parliament to submit the draft amendment of the main law #2598 on the decentralization to the Constitutional Court.
The bill proposes to impose such regional administrative subdivisions as community, district, region and Autonomous Republic of Crimea. There is no mention about the special status of Donetsk and Luhansk regions.
