The Ministry of Foreign Affairs of Ukraine is working with the Verkhovna Rada to pass a bill on dual citizenship. Foreign Minister Dmytro Kuleba stated this in an interview with Radio Liberty.

"I am a supporter of dual citizenship, with the exception of citizenship of an aggressor state. We are working with the parliament to ensure that this law is passed. I believe that this is in the interests of Ukraine, and this norm is long overdue," he said.

Kuleba specified that if the law is adopted, civil servants will not be allowed to receive dual citizenship.

Ukraine does not allow dual citizenship but is only loyal to the citizenship of a Ukrainian citizen of another or other states, which excludes the possibility of Ukrainian bipatrism.

Earlier Kuleba called conditions for the adoption of dual citizenship, as 1+1 TV channel reported.

“This issue (dual citizenship) raises discussions. I personally believe that we should find a balanced solution. Let’s face it: the millions of the Ukrainians on different reasons went abroad but want to remain the citizens of Ukraine and helped Ukraine in the hardest times,”  Kuleba said.

He added that particular criteria should be considered during the elaboration of such legislation.

“First of all, dual citizenship is impossible for public officials and the second – no citizenship with the country-aggressor. It can be extra criteria,” he added.
