The Ukrainian delegation to the UN has called the reaction of the Security Council to the conflicts, escalations and violations of the international law 'slow and inconsistent due to the abuse of the veto right by some permanent members, particularly Russia. Volodymyr Yelchenko, Ukraine's Permanent Representative to UN claimed this at the open debates at the Security Council as Ukrinform reported.
'The reaction of the Security Council to the grave violations of the international law is slow and inconsistent', he emphasized.
He exemplified this with the situation with the disregard for the international norms by Russia, its aggression against Ukraine and abuse of the veto right at the UN Security Council.
'The temporary occupation of the Autonomous Republic of Crimea and Sevastopol, and territories of Donetsk and Luhansk regions of Ukraine clearly demonstrates that the violation of the key principles of the international law by the permanent members of the Security Council is one of the most serious threats to the peace and security', Yelchenko emphasized.
He reminded that Moscow uses 'revanchist policy' and uses military force against other countries since 1990-s, including against Moldova, Georgia and Ukraine.
'The list of the violations and unlawful actions of Russia continues to be updated through the consistent support (by Russia) of the despotic government in Syria, secret operations against the UK and undercover killing in my countries that tied to Kremlin', the diplomat said.
According to him, these violations took place 'amid the systematic abuse of the veto right and the disregard' of this Security Council permanent member of its obligations to support peace and security.
'Taking this into account, we think that any potential scenario of the re-forming of the Security Council without the restriction of the veto right for the permanent members will be incomplete and will not bring the expected and necessary results', Ukraine's representative said.
He made a number of the offers for the UN Security Council. Particularly, Yelchenko said that it is necessary to strengthen the function of the council on the conflicts' prevention.
Moreover, he offered to work out the 'test algorithm' that will allow to perform the council's functions 'in time, in a proper way and transparently' in the conflict and the respond to the aggression of some states and governments.
Russia permanently uses the veto right to block the resolutions of the UN Security Council.
Particularly, Russia imposed the veto at the U.S. draft resolution at the session of the UN Security Council dedicated to the recent chemical attack in Syria.
