Kyiv is ready for a dialogue with the representatives of the temporarily occupied Donbas; but it's not going to happen if Russian mercenaries are the ones to represent these self-styled "republics". Vadym Prystaiko, the Foreign Minister of Ukraine reported that during the UN Security Council session. He approached the press and made some informal remarks, explaining Ukraine's position on the issue.
“We are ready for a dialogue with residents of Donbas, but not with fake stooges of the so-called representatives. This dialogue should include all temporarily displaced people from Donbas inside Ukraine. The voice of internally displaced persons should also be heard in Minsk,” he said.

The minister insisted that no local elections in Donbas could take place unless basis security conditions are observed. “We look forward to local elections throughout Ukraine this fall. However, without a basic security and political settlement, people of Donbas, including those who were forced to leave their homes, will not be able to make their democratic choices at elections,” Prystaiko said.
