US Department of the State considers Russia an aggressor in the conflict with Ukraine. Ned Price, the representative of the American authority said so at a briefing on April 20.

"(...) we are now seeing a presence of Russian troops at levels not seen since Russia’s invasion in 2014, as well as continued attacks and other provocative actions by Russian-led forces at the line of control. So let me be clear: Russia is the aggressor here. We have seen no indication whatsoever that Ukraine is engaging in provocations or escalating tensions", Price said.

He also focused on the Russian disinformation campaign, "which aims to falsely blame Ukraine for the Kremlin's own actions". It was one of the major topics for discussions during the NATO meeting in Brussels last week.

Price reiterated that the NATO and the United States stand with Ukraine, which is now facing threats from the Russian Federation.

Earlier, the U.S. government demanded that Russia stop blocking the passage of foreign and Ukrainian vessels in the Black Sea.
