Ukraine agreed to consider the Steinmeier formula back in July 2019 during consultations at the level of diplomatic advisers to Normandy Four leaders. This is reported by NV, referring to a letter from the head of the President's Office Andriy Bohdan. This letter was addressed to Leonid Kuchma, Ukraine's representative in the Contact Group on resolving the situation in Donbas.

"We inform you that on July 12, 2019, Normandy Format consultations at the level of diplomatic advisers to the leaders of Ukraine, Germany, the Russian Federation and France were held in Paris," the letter says.

The document is dated with July 16, 2019. It says that the parties undertake to prepare a legal framework regarding the "special status of Donbas", including the "Steinmeier formula".

The annex to the document refers to “open issues to be addressed”. These include "special status," Steinmeier formula, amnesty and local elections."

As we reported, on October 1, Ukraine announced the approval of the text of Steinmeier formula in response to a letter from the OSCE Special Representative to the Tripartite Contact Group Martin Sajdik.
