Ukraine has refrained from the agreements in the field of exchange of detainees, which significantly slows down the process of their exchange and release. This was stated by Boris Gryzlov, Russia's Special Envoy to the Contact Group on the settlement of a crisis in Ukraine, following its meeting, Ria Novosti reports.

"Kyiv abandoned the previously agreed obligations on compiling lists for exchange in accordance with the four categories of detainees. This will significantly slow down the process of exchange and release," Gryzlov said.

According to the envoy, Kyiv has rejected its own initiative on the format of compiling lists, which was submitted earlier. The Kyiv delegation stated that it wanted two more categories.

As we reported earlier, Berlin hosted negotiations between political advisers to the leaders of the Normandy Four countries.

I do not dare say that there is a breakthrough. Today, a complex and thorough discussion took place on all aspects of the conflict settlement in accordance with the Minsk agreements. It took enough time to understand Ukraine’s position regarding the whole package of measures and other Minsk agreements,” the deputy head of the Russian presidential administration Dmitry Kozak said.
