Employees of the State Investigation Bureau of (SIB) suspect two employees of the central office of the Security Service of Ukraine (SBU) and one employee of the territorial subdivision of the SBU of illegally withholding and extorting money from a foreigner as the SIB reported.
According to the investigation, in October 2020, SBU officers illegally detained and held a citizen of another country for a long time, demanded $200,000 from him.
An IT worker detained by law enforcement officers was allegedly wanted by law enforcement agencies of the Russian Federation for committing a crime on the territory of this state.
“In order for the foreigner to give the money as soon as possible, the SBU officers beat and intimidated him. Moreover, they illegally entered the victim's home, from where they kidnapped and appropriated his personal property," the SIB said.
The detainee did not have such an amount and agreed to settle with law enforcement officers in bitcoins. When they received 7.5 bitcoins, which in monetary terms amounted to 2.1 million of hryvnias ($79,625.22), the SBU officers forged documents on the time and circumstances of the arrest of the foreigner and handed him over to the National Police.
Based on the decisions of the investigating judges, in August 2021, the abovementioned Security Service officers of Ukraine were removed from their posts and preventive measures were applied to them in the form of house arrest.
Due to the improper procedural behavior of one of the suspects, a systematic violation of the procedural obligations imposed on him, the determination of the Pechersk District Court of Kyiv for the specified employee was changed to a more serious measure of restraint in the form of detention.
All SBU employees were notified of suspicion under articles of enforced disappearance, theft associated with breaking into a home, robbery, extortion and abuse of power by a law enforcement officer.
The sanctions of the articles provide for punishment in the form of imprisonment for up to 12 years with confiscation of property.
