Volodymyr Groysman was born on January 20, 1978 in Vinnytsia. His father - Boris Groysman, was born in 1946. Detailed information about Volodymyr’s mother is missing. We only know that she was a teacher of Russian language and literature at school.
In 1994 he graduated from the Vinnytsia high school number 35. As stated in his official biography, in high school, at age 14, Groysman started his career by working as a mechanic at the "Schoolboy" cooperative company. This “Schoolboy” cooperative company was established by Volodymyr’s father.
After leaving school in August 1994, barely reached the age of 16 (!), a young man took the position of commercial director in a private enterprise named "OKO". Then he began his work as a commercial director in November 1994 at the "Youth" private enterprise. By the way, the market "Youth" - is also the creation of Volodymyr’s father. He founded the company in 1994, becoming its CEO. As Groysman said in an interview: "In the nineties, I also began to trade, was engaged in the import”.
In the biography of Volodymyr Groysman there is an unpleasant episode, which he strongly denies. The case concerns the "Youth" company - the most mysterious asset of Groysman family. The media published materials that at the end of 2007 in the Bank "Kreditprombank" issued a loan of more than $ 10 million to this firm. The company allegedly refused to pay back the loan. After that, Vinnytsia economic court made a decision on the bankruptcy of the company "Youth" (no longer owned by Groysman). And the problem of loan repayment has fallen on the shoulders of the state.
Today there is a rumor that Volodymyr Groysman is a protege of Petro Poroshenko. Yes, Poroshenko had been undoubtedly contributed to the development of the political career of a young businessman.
In 2002 Groysman father and son became deputies of the Vinnytsia City Council. And in 2006, Groysman, with financial and political support of Poroshenko team won the election of the Mayor of Vinnytsia. So, all the power in the Vinnytsia region was concentrated in the hands of Poroshenko team: Groysman guided the city, Zabolotny - Regional Council, and Dombrovsky was a governor.
And in the first and second mayoral cadence Groysman and Poroshenko have found a common language, and Poroshenko Charitable Fund had been an invariable assistant in municipal reforms. A striking monument to partners’ cooperation became a fountain named Roshen in Vinnytsya.
There is no information about the Volodymyr Groisman activities in the period from 1995 to 2002. He himself says that "he held executive positions in commercial structures." Local media mention among family Groysman assets the companies like "Youth", "Intertrade", "Interbudbiznes", "Budbiznesefekt," "Road House," two cement plants and a number of others. In 2002, together with his father, Volodymyr Groysman at age 24, he was elected to the Vinnytsia city council, marked as the youngest city council member. He was a deputy head of the permanent parliamentary commission on human rights, the rule of law, parliamentary activities and ethics. At the same time it established friendly relations with the Mayor of Vinnytsia Olexander Dombrovskyi, and through him, with Petro Poroshenko. After receiving the post of Mayor of Vinnytsia Groysman said that he went out of business.
The estimates of Groysman activities at the office of the Mayor of Vinnytsia were different - from accusations of total corruption and the destruction of businesses in the city to be commended for the transformation of the city in a cozy and European. In 2010, with a record for the mayors of regional centers of Ukraine support - 77.8% of the vote - Groysman was re-elected as a Mayor of the city.
After the revolution, Poroshenko was able to negotiate for the Vinnytsia mayor to participate in the new government of Arseniy Yatsenyuk, and Groysman immediately became the vice-premier. Then there was a fourth place in the "Block Petro Poroshenko" in the elections to the parliament, then the post of Speaker and the current almost premiership. It is too meteoric career of the young mayor of the regional center of the ordinary, isn’t it? Not too much, if the President calls you a friend and a countryman.
February 27, 2014 Volodymyr Groysman took the post of Vice Prime Minister of Ukraine - Minister of Regional Development, Construction and Housing and Communal Services. So, right from Vinnytsia he got the chair of one of the leaders of the government. Obviously with the protection of Petro Poroshenko, who needed a counterweight to Arseniy Yatsenyuk in the Cabinet. The main purpose for which Groysman came to the government – was a decentralization reform and local governments.

At the first meeting of Parliament led by Groysman it became clear that the new speaker does not know the regulations. Some embarrassment, jokes from the deputies, grew into derision - it was the autumn of 2014.
Also Groysman decided to form a political party before the local elections in 2015. A new political party named "Vinnytsia European Strategy" is yet a regional political force.
