Seoul is ready to negotiate with Pyongyang without conditions and 'in an open manner'; the initiative belongs to Cho Myoung-gyon, Unification Minister of South Korea. 

The South Korean state-run news agency Yonhap quoted the official who expressed hope that North Korean athletes will compete at the upcoming Winter Olympics in Pyeongchang.

'If we can hold talks with North Korea, we are willing to have talks with the North over issues of concerns to it in an open-minded manner and without conditions," Cho told reporters. "In that sense, we will make efforts to restore strained inter-Korean relations and make better ties to help resolve North Korea's nuclear problem," he added', Yonhap wrote.
