The restoration of the Russian Federation delegation’s right in the Parliamentary Assembly of the Council of Europe (PACE) is not the course of stop of the Russian aggression against Ukraine. It will weaken the PACE, disrupting the transparency of the rules in the Council of Europe as Ukraine’s Foreign Ministry Spokesperson Kateryna Zelenko reported on Twitter.
“The abolishment of the Russian ban in the PACE is obviously not that policy, which could stop the aggression of Russia. Conversely, it would weaken the respected organization, disrupting justice and transparency of the rules in the Council of Europe,” Zelenko wrote.
Today PACE has begun the discussion of the report of PACE member Petra De Sutter. It will consider the resolution on the results of the discussion. The draft law contains the amendments to the Regulation of the assembly on the restriction of the sanctions mechanism of the PACE and it will close the possibility of the assembly to deprive any of the delegations of the right to vote. The Committee of Minister of the Council of Europe made such offer on May 17 and it was implemented in the report of De Sutter.
In her turn, member of the Ukrainian delegation to PACE Iryna Gerashchenko also criticized today’s session on Facebook, stating that statements about Russia’s return to PACE is the betrayal of the principles.
“The majority of the Europeans say terrible things. Like, the sanctions against Russia have not lived up; the Council of Europe and PACE should not deal with the issues of the security and defense of the territorial integrity; it is not our tasks and competences; we should not deal with the decision of the inner conflicts between the countries-members of our organization; we should take care of the future of our organization and demand the payment of the contributions from Russia; money is very important issue, the most important; we should think about the Russians, not the Russian authority but defend the right of the Russians for the protection at the ECHR,” Gerashchenko said.
Gerashchenko said that the lifting of the European sanctions from Russia may be the next step.
As it was reported earlier, the State Duma Council confirmed the composition of the majority of delegation for possible participation in the summer session of the Parliamentary Assembly of the Council of Europe.
Germany is actively trying to lift the sanctions pressure from Russia in the Council of Europe and intends to reach it on the current session of PACE, according to some western diplomats and the representatives of the expert community.
The Chancellor of the Federal Republic of Germany Angela Merkel claimed that Council of Europe should not forget Russian violations, but stands for returning Russian Federation to the Parliamentary Assembly.
