Russia wasn't ready for Normandy format leaders' meeting on September 17, - MFA head

The Russian Federation was unable to attend the event "due to technical reasons"

President of Ukraine Volodymyr Zelensky was ready for the meeting of Normandy format leaders on September 17, as well as France and Germany, but the Russian Federation did not take part in this event for "technical reasons". Interfax-Ukraine reported this, referring to the words of Ukrainian MFA head Vadym Prystaiko.

This was announced by the Minister at a joint meeting of Verkhovna Rada committees on foreign policy and Ukraine’s integration with the EU.

"You know that President Zelensky was ready to meet, and this meeting was to be held yesterday. Unfortunately, the Russian Federation this time was unable to attend the event for technical reasons, although the French and German delegations were ready for this meeting," he said.

Prystaiko noted that in the near future it is planned to work on "finding time for the four leaders."

"Normandy Four", "Normandy Format" is a group of leaders of four countries (Germany, Russia, Ukraine, and France) to resolve the situation in eastern Ukraine. The last joint meeting took place in October 2016 in Berlin, and in 2018 negotiations in Aachen took place without Vladimir Putin. After that, the communication of the leaders was limited to telephone contacts.

Earlier, Etienne de Ponsen, the French ambassador to Ukraine, said that a meeting of leaders of the Normandy Format states could take place before the end of September.

The implementation of Steinmeier formula is possible only subject to certain conditions. Darka Olifer, the press secretary of Leonid Kuchma, stated that on her Facebook page. 

It is noted that the Ukrainian representative has got no principal objections regarding the so-called Steinmeier formula concerning the local elections.

"However, the implementation of this formula is possible only subject to the following points: complete ceasefire; providing with the effective OSCE monitoring mission on the whole territory of Ukraine; withdrawal of the armed formations, foreign troops and foreign military equipment from Ukraine's territory; providing the work of the Central Election Commission, political parties, mass media, and foreign observers; the attribution of control on the uncontrolled Ukrainian territories of the Russia-Ukrainian border and observation of other conditions envisaged by Ukrainian and international legislations and Minsk agreements," Olifer wrote. 

As it is reported, the Ukrainian side confirmed its readiness to withdraw the troops in Zolote and Petrovske. However, the Russian side banned the possible dates of troops withdrawal. Such a position puts at risk the security on these territories. 

"A significant progress has been made regarding mutual and simultaneous releasing of the detained people. The way of bridge reconstruction in Stanytsia Luhanska has been also discussed," the press secretary reported.
